Conference on patent statistics for policy decision making, Venice

Organised by OECD and EPO in collaboration with DIME Network of Excellence, and with the support of UIBM, USPTO, JPO, WIPO, the National Science Foundation (United States), Eurostat, and the Venice International University. The Conference on Patent Statistics will highlight the major issues addressed by recent research in the IP policy field and encourage exchange between IP experts, policy-makers, statisticians, researchers and analysts.

The Conference is organised within the Symposium on Patent Statistics that will also include a one-day workshop on the PATSTAT database (1 October 2007).

Conference call:

Patents statistics are a fast moving field.

Demand for patents statistics has been expanding rapidly as innovation policy is gaining importance in all countries. Policy makers require empirical evidence to base their orientations.

Supply has been progressing thanks to the availability of new databases such as the recently developed EPO Worldwide Patents Statistics Database. Parallel developments are taking place in Japan (JPO - Tokyo University) and in the US (NBER), while various private sector databases are available. As the basic data becomes more accessible, extensive statistical analysis and advanced indicators are taking off.

The aim of this conference is to reflect on recent advances in the field, by gathering research of policy and analytical relevance making use of the most recent statistical instruments available.

Policy and analytical fields to be covered include patent policy, innovation policy, industry-science relationships, regional development, value of patents, knowledge spillovers, markets for technology etc.
Statistical instruments of interest include the recently developed databases and their complementary tools, such as matched databases with companies’ data or inventors’ data, technological classifications, scientific publications, licensing information etc.

The conference will attempt to map the major issues addressed by recent research in the field, to encourage exchanges among statisticians and analysts and to allow users of patents statistics to express their data needs. It is expected that, on this basis, directions for future development could be identified.

DIME and non DIME members willing to make a contribution are invited to submit a one page abstract by June 24, 2007, to: Paola Giuri (giuri@sssup.it ) and Myriam Mariani (myriam.mariani@unibocconi.it ).
